After reading over these other topics, my thought was that it refers to Wayne's QFR connections. I think John Wayne is the one referred to in endnote 304, page 1060: talking about "faire un Bernard Wayne...this lone, unjumping asbestos miner's son." Also see that on page 262, "Wayne's father is an asbestos miner" and just two or so lines later John Wayne's Canadian background is revealed.
I think that the purpose of the quotation "John Wayne is of the sock-and-a-shoe, sock-and-a-shoe school" is twofold: first, as it has already been hinted at, Wayne has a mind of solid reason, and he acts in accordance to reason. Hence why he didn't leap in front of the train. Second, it further solidifies my theory of Wayne's Quebecois ties.
